Hi Brad, this appears to be the checkpoint standard mode of operation.

( Note – During a Check Point upgrade, a SIC certificate reset, or license expiration, the Initial Policy overwrites the user-defined policy. )
It is therefore important to push user policy from the manager immediately after SIC reset.
