    Capability-based planning ensures that the corporate strategic plan drives the enterprise from a top-down approach. It focuses on delivery of business outcomes rather than technical deliverables. – 3.4.4.1 Study guide
    That should make the correct answer as ‘C’. Any other views?

    ‘Green’ is a ‘business initiative’. I say its a capability because it provides measurable business value, at the enterprise level. It intersects many business verticals, such as IT, Facilities, etc. Also it is not a solution in itself, it cannot be adapted to to a life cycle model. (I could be horribly wrong though:)
