I believe the answer should be:

The answer is correct.
The question is asking which network will be used for cluster resources communication only.
NIC1 and NIC2 are used for cluster resources heartbeat traffic.

If you use a network for iSCSI (storage), do not use it for network communication in the cluster. (eg. https://technet.microsoft.com/en-us/library/cc725775.aspx)
In the table Cluster NW1 is for iSCSI SAN traffic only … only meen only
So Cluster NW1 : Do not, Cluster NW2 : Allow, Cluster NW3 : Allow
