    because a copy of the gpo already exists within abc.com domain, you would use the copy option.

    Read the question carefully:
    1 A backup of the gpo is available(i.e: not the gpo itself)
    2 You start a new gpo.
    3 You want to have the settings of the backup in the new gpo.

    You have to choose import settings to be able to apply the settings of the backup to the new gpo.

    Copy and pasting of a gpo only works when you already have a gpo and want to copy it. You can not copy settings from a backup or another gpo into a new gpo as is asked in the question.You can only copy a gpo retaining the settings of the original or start fresh one.
