I think the organisation from which we are getting information is the one we want to see the free/busy information of the users. So I believe it should read like this “Get-FederationInformation -DomainName Contoso.com | New-OrganizationRelationship -FreeBusyAccessEnabled $true -FreeBusyAccessLevel -LimitedDetails”.

Sorry my bad. Just read it carefully. You are running the command from contoso.com so the answer is correct.
