But I think the bottom one is the mailbox full mailtip will be displayed.
Although the scope is set to mailtipsdenied, I think this is trying to trick you…
From the article above about the second question:

If the recipient is a member of this group, the Client Access servers will proxy back all MailTips including the recipient-specific MailTips. If a group is specified, these MailTips are returned only for those recipients that are members of the specified group.
If I understand that correctly, all MailTips are sent but only if recipient is member of specified group. But I have no idea why specified group is named MailTipsDenied – it is absolute opposite! It should be MailTipsOnly.
So correct answer should be:

The first answer a Contoso-user mailing a Distribution Group(!) within Fabrikam which has 27 members. The Contoso-user will receive -The Large Audience MailTip- (specialy made for external AutoReply).

1- Large Audience – Each night, the Group Metrics feature of Exchange Server
calculates the size of each distribution group. This information is used for the next 24 hours to tell users if they are emailing a group that exceeds 25 users.
2- Mailbox Full – Recipient is over quota, so there is no point emailing them as they will not get it and you will just get an error back.
