The “Interactive logon: Number of previous logons to cache” defaults to 10 in the LOCAL policy (gpedit.msc), and the default is not set in the Default Domain Policy… In this question it must have been set to 0, which disables this. It would override the local policy setting.
Group Policy is processed in the following order, with the rule of the closer you get to the object that is being configured, the GPO is stronger. Domain in this case overrides Local.
Local Policy > Site GPO > Domain GPO > OU GPO > Child OU GPO

gpedit.msc is about Local GPO – Default Domain Policy is something else and is set by Domain Users and Computers (Properties) or Group Policy Management (gpmc.msc – if installed). Default Domain Policy overwrite Local GPO’s.
