    I would be inclined to answer B. This sentence is copied from the TN article you suggest:The Repair-bde command-line tool is intended for use when the operating system does not start, or when you cannot start the BitLocker Recovery Console.So it looks like MS want you to try Recovery console first and then try bitlocker repair tool.
