    How do we answer this without Microsoft revealing any info on how to calculate DTU based on the metrics/parameters?
    DTU calc is a combination of the following-
    •Processor – % Processor Time
    •Logical Disk – Disk Reads/sec
    •Logical Disk – Disk Writes/sec
    •Database – Log Bytes Flushed/sec
    S1 is 20 DTUs while S2 is 50. So how do we know if downgrading to S1 will still meet the performance?
    Grrrr!!!

    The Answer should no-no-no.
    There would be compromise in performance if downgraded from S2 tier to S1 or Basic.
    As performance is measured in DTU for Azure SQL DB’s
    And Upgrading to P1 will be more costly option.

    If just using averages than it could be downgraded to an S1 tier. However the peaks are way too high for an S1 tier as S1 has about 60% less DTU than S2. I would think the answer would be no no no.
