It is route based vpn because st0 is used.
As I know route based vpn is used only with static ip addresses in both end points
Besides where is the security protocol in the phase 2 proposal

There are two modes “Aggressive” and “Main”.
* Main: If IP address of end point is static
* Aggressive: If IP address of end point is dynamic.
Like in this example, ge-0/0/2 can change. If you configure this static, then you should always change this ip address ..
