If p value less than 0.05 mean to say effectiveness of the either a or b group. but if p value is greater than 0.05 mean to say all the groups are ineffective (i.e. a and b are same as controll).
With a p-value = 0.027 we can conclude that there is at least one of the group is effective, but not all groups compulsorily be effective. But all might be effective, but here p value in Anova can conclude either a or b group will be effective.
