I initially thought that phase F – opportunities and solutions were where you would be producing the architectural contract and G was just about governance (i.e. after contracts have been signed).
If you read the description of G from the spec, this is incorrect and phase G is about identifying resources and putting contracts in place:
1) Confirm scope and priorities for deployment with development management
2) Identify deployment resources and skills
3) Guide Development of Solutions deployment -> this is where the architecture contract is documented.
4) Perform Enterprise Architecture Compliance REviews
5) Implement Business and IT Operations
6) Perform post-Implementation Review and Close the Implementation.

Hence C is the correct answer.
