    I believe the answer is actually A loadstate
    as the question states that you have already installed windows 8 on the machines and you want to put the profiles back.

    Scan state is only used to capture the profile

    because in the questing we need to install a clean installation of Windows 8 so the correct answer is C (Run the scanstate command.)
    if we do a migration then the answer was A
