You plan to deploy a SharePoint Server 2013 server farm.

I have found that SharePoint Server Publishing Infrastructure controls this feature and that the other features mentioned do not control much of the functionality regarding the question as this feature does. I will say D is the correct I suppose although you do not need Publishing on at the site level for a team site nor for termsets to be active.
