I disagree, i think it should be Elastic Pools.

the question says the max is 50 DTU’s but it doesn’t say what the average is or if that’s consistent. Microsoft even states that elastic pools are the “Cost-effective” way of setting up multiple databases.

The question reads “DTU per database does not exceed 50”. So the usage could reach up to 150 DTU. Basic would make out at 5 DTU for each database.

I feel pretty confident Individual / Standard is correct, at least based on current pricing.
3 x 50DTU | Single Database | Standard[£56] = £167
200 eDTU | elastic Pool | Basic| [500DBs] = £220.05
Since it’s up to 50 DTU per database, the lower performance level package of 50 eDTUs on the elastic pool would not meet the requirements as that’s for the entire elastic pool so you need the 200 eDTUs package (150 is not an option)
