    IPAM Users: IPAM users can view information in IPAM, but cannot manage IPAM features or view IP address tracking data.
    DHCP Users group
    Members of the DHCP Users group have read-only access to the server by using the DHCP Microsoft Management Console (MMC) snap-in, which allows them to view, but not to modify, server data, including DHCP server configuration, registry keys, DHCP log files, and the DHCP database. DHCP Users cannot create scopes, modify option values, create reservations or exclusion ranges, or modify the DHCP server configuration in any other way.

    IMHO, there should be 3 NOs.

    Although user 1 has the rights indeed to create a DHCP scope on server 2, it is asked if he could use the DHCP console on Server 1 to do so.
    We’re given the info that the IPAM feature is installed, and nothing about DHCP service role. The DHCP snap-in in MMC is not among the default options to choose, we have to install the DHCP with its management tools in order to have it. So if it’s not explicitly said, we have it installed on Server 1, we cannot use server 1’s DHCP console at all.
