As Daniel says the answer should be ‘not in any’ and ‘remain in Site2’
If Site3 had been created in the GUI then you would have had to pick a Sitelink to add it to, but New-ADReplicationSite doesn’t add it to DEFAULTSITEIPLINK and doesn’t even have any parameters to add the new site to a link. For that you’d need to use Set-ADReplicationSiteLink
