    This question belongs in 70-741, in the topic “Implement DHCP and IPAM”

    That being said, IPAM Users have view-permissions on IPAM, which does not allow them to create anything.

    DHCP Administrators and Users belong to the DHCP Server role, not the IPAM role. So, using the DHCP console, and Administrator can do everything, a user can only observe.

    Which makes the given answer correct.
