B is not an option because “disaster” means the site is down, so would need a different site.
C won’t help with disaster because the backups are onsite, and disaster means the site is unavailable.
D is again not an option because it is the same site.
A is the only option, because it is the only one which doesn’t involve the site where the disaster is.

crappy question. How do we know that he has sufficient hard ware, as is mentioned in ans. A. I guess we are supposed to assume he will just do the best he can to approach 99.999

I agree, crappy question. Does not have the budget approval should cancel out A but… It truly seems like you are not given what would be considered all of the relevant info for some of the questions to be able to choose the answer they want you to choose.
