    This answer might be “C. Plan Phase”.

    “CCDA Official Exam Certification Guide” by Anthony Bruno, page 14 – 15

    Plan phase: identifies the network requirement by characterizing and “assessing” network

    Design phase: design network topology to meet requirements and close network gaps identified in the “Plan” phase

    But, not sure.

    I agree with you. A lot of sites say Design is the correct anwser, but they don’t justify well, they only copy the piece of information that explains te characteristics of the Design phase. The analysis occurs in the Plan Phase.I think “C” is correct.
