    1. serial0/0 up, line protocol is up The interface is up and the link protocol is up.
    2. serial0/0 down, line protocol is down The interface is down and there is something wrong with the physical layer .
    3. serial0/0 up, line protocol is down The interface is up , but the encapsulation format is not matched correctly.

    If you interface isdown, it will display administratively down status. You can bring up an interface having administratively down interface using no shutdown command.

    remember it is Layer 1 and Layer 2 status. So more accurately the options are…

    1- up/up = cable connection good and layer 2 communicating (i.e. ethernet using mac, serial with PPP, HDLC, frame-relay, etc operational)
    2 – up/down = cable connection good and layer 2 having problem (i.e. IETF encapsulation on one router and Cisco on the other side of a frame-relay
    3 – down/down = Layer 1 is down and therefore no way layer 2 could operation. Cable is bad, not connected, remote device is powered off, etc
    4 – admin down/down = administrator disabled the port by configuration, status of Layer 1 and Layer 2 is unknown but of no consequence until it is enabled again
