B is correct, admin1 is overwritten by admin2, just tried it on ProCurve2650
Also the way this question is written is confusing for someone who hasn’t done it in CLI, to make more sense, it actually looks like this:
ProCurve Switch 2650-PWR(config)# password manager user-name admin1
New password for Manager: *****
Please retype new password for Manager: *****
