    I don’t think that adding an vCPU to vm “web server” will resolve the problem, if DRS doesn’t migrate the vm the other host, there aren’t enough resources in the cluster “internal web cluster” so use resource pool to limit cpu usage in mhz or answer B, Add an ESXi host to the cluster.
