You cannot boot a filer to the 5 option menu form floppy and indication are that a bad PCI card is the culprit. However, error messages have not indicated which one and you have no suspects. The following contains the components of a non-destructive step-by-step game plan of troubleshooting and identifying card problems.
Put this list in the order of execution that will identify the culprit the quickest while minimizing risks to the system. For example, abede is a possible answer.

A.
remove the SCSI card and then power up the filer with the boot floppy inserted.

B.
Disconnect the disk shelves from the filer.

C.
Remove the NIC card and then power up the filer with the boot floppy inserted.

D.
Contact NetApp Technical support and have the pertinent card RMA-ed.

E.
Turn off all power to the filer and disk shelve.
