      in fact you have to ensure both options: dial-in user setting and network policy.
      but you can only choose one of them, I did not see a question that offered both as answer.
      so it depends on what question you’ll get…

    for the current question answer is network policy because there you can override the settings in the dial-in section of user1 properties.
    So both questions are answered correctly

    u need to ensure user1 has access. if the dial in settings are active that will bypass the NPS (with the exception of a deny)
    Network policy will need to be configured to allow access
