    According to Microsoft, technet.microsoft.com/en-us/library/cc783310.aspx, There are four requirements for using smart cards for remote access authentication.
    1) Configure remote access on the remote access server
    2) Install a computer certificate on the remote access server computer
    3) Configure the Smart card TLS (Transport Level Security) EAP (Extensible Authentication Protocol) in remote access policies
    4) Enable smart card authentication on the dial-up or VPN connection on the remote access client
    This question is asking about requirement 3; EAP is required to use a smart card for authentication.
