All the posts show the explaiation which is to back up hyper-v by windows server backup. If this is the case, it should be performed on the host machine, so on Server 1 in the case. But why the answer says C rather than B?

Besides, I don’t find windows server backup is able to back up open files. Any body knows this?

Yeah, I agree. Windows Server Backup uses VSS to backup open files, but IMO best practice is to use another server, if that is not an option then atleast the host. BUT, in the Question there is no indication that the Host is connected to the shared storage(ie no access) so next best option is to use the VM.
