    I think it is wrong answer. It should be A.Run dnscmd and specify the CacheLockingPercent parameter.

    CacheLockingPercent parameter is “100%” as Default. It means cannot overwrite the DNS record on the cache. As the result, DNS server returns the old IP address if the IP address has been changed to the new one.

    So you should change the parameter and allow the overwrite of DNS record cache.
