It sounds like the issue is that your Service Connection Point (SCP) is still registered. The SCP is an Active Directory entry that points users to their RMS server. And if you try and install an RMS server, the install process will find the SCP and attempt to join the existing cluster. To delete the SCP, open the Active Directory Domains and Trusts console, show services, and delete the entry for RightsManagementServices.

I just went and tried this on my lab, I cannot even find any services in the Domains and Trust MMC, but i can however find them in the Sites and Services MMC, so Lee is right.

To unregister the current Service Connection Point (SCP)
Login with Domain Enterprise Admin account on Windows RMS clusters.
Open the RMS Administrative console.
Click on RMS Service Connection Point and click on Unregister URL.
Now the SCP has been unregistered from the WINRMS cluster.
Make sure that within Active Directory Sites and Services that Rights Management Services and the SCP folder are removed after unregistering the SCP URL.
