    I think the answer should be:
    1. Install the AD DS
    2. Run the AD DS Configuration Wizard
    3. Transfer the operations master roles
    why dcpromo is wrong answer? The AD DS Configuration Wizard adds the server with installed AD DS role to domain, creates new domain or forest. After transferring operations master roles domain is ready for decommission of W2k8 DCs.

    difficult question. Yes, the operations master roles must be transferred before demoting the 2008 servers via the dcpromo command. what confuses me is the global catalog server mention. Global catalog server is stood up during the AD DS configuration wizard….which is step 2

    I would go with Wojtek’s answer.

    Wotjek is right…. Running the config wizard achieves what DCPROMO used to do. Running it would be useless as there would be nothing to do. You have to transfer the roles to complete a migration.

      I retract my answer… the given answers are correct.

      – Install AD on DC3 & DC4
      – Run the Config Wizard on DC3 & DC4
      – Run DCPROMO on DC1 & DC2 to demote the domain controller (WHICH AUTOMATICALLY TRANSFERS THE FSMO ROLES TO OTHER DOMAIN CONTROLLERS)

      Here is a lab where a guy did the exact thing this questions answers in every conceivable Forest/Domain mode. DCPROMO moved the roles automatically every time.
