Logging in as user 2 makes no sense since he cannot delegate admin role.
So User 1 logs in gives admin permission to user 3 as well as the ability to view Service/Health with the Service Admin role.

I would say BA as in the exam it only asks for two and if you just give them admin rights to exchange they can’t monitor health then. As well in order to give that permission you need to sign in as a global admin
