SY is correct that there is another form of the question “User2 must be able to change passwords from other users”. The VCE also shows B as the answer for that one. But it is incorrect as well. In this case the answer should be Password administrator

Service Administrator can ONLY Manage Service Request and Monitor Health Services but can NOT change other users password.
