The Question clearly says:-

If it is just about BCP’ing csv files then BULK_LOGGED could possibly be right.

This question makes no sense. It assumes that the database would be in the same recovery mode through the week. Best practice dictates before BCP, the database be switched to Bulk Logged and after BCP, it be switched back to full. So Do they want the recovery method during the bulk insert period or outside of the bulk insert period?
