Agree with Chris, as the PaaS model does not provide the same platforms as are available for on premises. More, one can be sure that some development is always needed when code migration to PaaS is recognized. In case of LARGE amount of code the chances to raise cost of migration are growing rapidly. Because of above – A is the right scenario.
