Interesting – I would think that Public would be the best way to ensure elasticity. Private cloud elasticity still requires timely purchases and proper Data Center size analysis. Public eliminates both of those issues.

Agree with Chris, the citation given points to the reason for what MOST likely the CIO will NOT choose the private cloud: “..must be designed correctly if they are to function securely when they are scaled

the cloud.” In case of private cloud our CIO is freed of such concerns. A is correct.
