    I wouldn’t place my Connection Strings/settings into an XML Configuration File, because the sensitive information needs to be encrypted, and this is not feasible with an XML file.

    By using SQL Server as the configuration file, all the configuration items are stored in SQL Server tables and could be secured either at the solution or package level, by controlling object access (with userkey, password, etc).
