      Yes, NY setup is irrelevant, only thing that matter is the external IP range from which they are accessing. In this case they use single IP so range begins and ends with same IP, 131.107.15.1.

    on closer look ‘ private IP subnet of 192.168.8.0/24’ would imply a range of:
    192.168.8.0 start and 255.255.255.0 end as the subnet mask /24 stipulates.
    therfore my answer is C.
