    A Password Settings Container (PSC) is created by default under the System container in the domain. You can view it by using the Active Directory Users and Computers with advanced features enabled.

    When using Active Directory Users and Computers, you need to go : View and check Advanced Features.
    On the tree: Domain\System\Password Settings Container.
    On the right of PSC you have the PSO of type ms-DS-PasswordSettings
    Right click on a PSO, properties, and under tab : Attribue Editor you scroll and
    can see all the settings, like :
    msDS-MaximumPasswordAge xx:xx:xx:xx
    msDS-MinimumPasswordLength x
