NO, Correct answer is A all user mailboxes are created in North American datacenters and that’s because an Office 365 tenant is limited to a single region which is determined when you create the tenant, in this case Newyork. When a user is outside the region where the data resides, it will use the closest POP to connect to Microsoft network.

To answer this you need to translate Microsoft speak. Mailboxes may well be created in the US but this doesn’t mean they remain there. Hitokiri’s second link seems to suggest mailboxes can be held on a different continent and then seem to suggest (nothing in ever clear) that it is best in terms of performance for mailboxes to be located close to where you are. I would go for A but am not sure by any means….
