After rereading I see Ex5 is offline. So, we are left with 6 servers. With an even number left over (and no dynamic quorum) only 5 servers will vote meaning only 2 can go offline.

Keep in mind that they say witness is on site A so when ex5 goes permanently offline, the quorum majoriry will be 6 but witness will add 1 vote so will be same if ex5 goes offline or not, i vote for answer b
