Hub Sites don’t take into account the site link costs. When you configure a Hub Site all messages will be relayed through that specific site.

Technet states: As in previous version of Exchange, hub sites that aren’t in the least-cost routing path to the primary site are ignored.
So I would go:
1) Relayed through Site 3 (as it’s the lowest cost path and hub site is ignored)
2) Site 3 (it’s still the lowest cost path, so the server in Site 3 will wait for the Server in Site 2 to become available)

If a site isnt configured as a hub site then it doesnt do any relaying. The message would go direct to site 2 as it doesnt meet any hub sites across its lowest cost route.

Hub sites are ignored if they aren’t on the lc path
MB servers will try to connect directly to the MB in the destination site if no hubs on the way.
