1- No it’s about threads not cpu percentage.
2- One Vm will added to the scale set if the rule is triggered.

MaSSi is 100% correct.
“metricName”: “\\process(_total)\\thread count” refers to thread count which is measured in 100’s (and not in % as with CPU). Hence the 800 threads !!
