Agreed. A Restricted Group will statically set the members, overwriting anything that’s already there. To ADD a user, you must use Group Policy Preferences.
The keyword is ADD. Keep that in mind during the exam.

One addition to my answer. Using Restricted Groups, it is possible to ADD a GROUP into another group without erasing its current members, using the Member Of section. But only when the subject is a group, not when it is a user.
