Why must all users be positively identified prior to using multi-user computers?

D seems like the correct answer to me. The question asked for identification of users. Identifying users will ensure management knows who is logged on.
This has nothing to do with permissions (authorization).

C is the correct answer. The confusion with D can be explained with a simple example: Does your CEO or Senior Manager want to know whether you have logged into a system?

Nonrepudiation is more concerned with who did what. Which is why many people may be selecting D. But since the answer says “currently” and has nothing to do with logs, C is the better answer.
