Answer is B. Adi explanation not very correct.
An SSL VPN (Secure Sockets Layer virtual private network) is a form of VPN that can be used with a standard Web browser. In contrast to the traditional Internet Protocol Security (IPsec) VPN, an SSL VPN does not require the installation of specialized client software on the end user’s computer. It’s used to give remote users with access to Web applications, client/server applications and internal network connections.

Frankly this question can be answered with common sense and without any technical knowledge whatsoever. A and D will not work because selling software (D) and giving them free software (A) both are out of scope for Univ and students for cost-wise reasons. Public/Private key implementation is not easy and needs more additional work by Univ. In these days of “save money,” choice C is thus eliminated. Remaining answer is B. Just my 2 cents of ignorant stupid analysis for your enjoyment. He He.
