    B Resources may not be available when needed is the correct answer and it’s most likely possible when both organizations are struck by the same disaster

    The correct answer is “A. Developments may result in hardware and software incompatibility.”

    Note that the main concern of reciprocal agreement with other party is to ensure hardware and software are compatible! Else, it served no purpose as DR.

    Noone will engaged a reciprocal agreement that is next door of their organization, so D is definitely incorrect.
