   169.254.0.0 to 169.254.255.255 is the (class B) IP address range Windows assigns to the client, when DHCP is not available. Also called Windows DHCP(Dynamic Host Configuration Protocol)auto-configuration addressing.

   When a DHCP server fails, APIPA allocates IP addresses in the private range 169.254.0.1 to 169.254.255.254. Clients verify their address is unique on the network using ARP When the DHCP server is again able to service requests, clients update their addresses automatically

   Automatic Private IP Addressing, a feature of later Windows operating systems. With APIPA, DHCP clients can automatically self-configure an IP address and subnet mask when a DHCP server isn’t available.
