   I though 172.16.0.0 – 172.31.255.255 was the private range (Class B) so how is 172.199.35.9 valid?

   Private IP in the above question is WRONG. Ken you are right.
   I think the IP address was a typo and supposed to be: 172.19.35.9 as it would fall into the Class B private addressing range.
