why A? and not B. High availability to me means something like your VM can be transfer from one ESXI to another if the VM server goes down. B makes more sense because if I had to allocate static IP I know there wouldn’t be conflicts and I can zero in on certain hosts

Yes from the point of view of our private ip addressing and no thinking of the ISP assignment.
