    I believe it’s not enough:
    From the first 2 I get 4 partitions for the PSTN only,
    Local
    Service
    Long Distance
    International
    plus 1 for premium numbers.

    Then Executives can only be reached by assistants, which means, they must have their own partition.
    Assuming that other DNs remain in the partition. Then we must distinguish DNs from Trunks, which asks for another Partitions.

    I count 8 different needed partitions.
